[What the role is]

[LTA-P&P] DEPUTY/ASSISTANT MANAGER, POLICY (PRIVATE TRANSPORT)

[What you will be working on]

You will be part of LTA's Private Transport Policy Team, that develops and reviews policies that shape how Singaporeans own and use vehicles.

The team is responsible for key policy areas relating to vehicle ownership and usage, including the Certificate of Entitlement (COE) system, vehicle taxes, road charging and other transport demand management measures. We also explore how technology, data and innovative policy tools can be leveraged to optimise the use of limited road space, improve mobility outcomes and encourage more sustainable travel choices.

In this role, you will work on complex policy issues at the intersection of transport policy, technology and data, analysing trends, developing policy solutions and engaging stakeholders to support a sustainable, efficient and inclusive private transport system. Your responsibilities will include developing and reviewing policies related to vehicle ownership and usage, conducting quantitative and policy analyses to understand travel patterns and emerging transport challenges, and evaluating policy options. You will also design and assess policy interventions that leverage digital technologies, data and behavioural insights to encourage sustainable travel choices, optimise road space utilisation and improve mobility outcomes.

In addition, you will monitor developments in transport, technology and mobility services, assess their implications for Singapore's long-term transport objectives, develop policy recommendations and implementation strategies supported by rigorous analysis and research, and prepare policy papers, management submissions and briefing materials for senior management, the Ministry of Transport and the Government. The role requires close collaboration with Government agencies, industry partners, academia and the community, as well as supporting or leading strategic studies and cross-functional projects that advance Singapore's long-term transport and mobility goals.

[What we are looking for]

  • Knowledge in any disciplines
  • Strong interest in public policy, urban mobility and transport-related issues
  • Strong analytical and problem-solving skills, including the ability to work with quantitative evidence and data to support policy development
  • Good writing, communication and presentation skills
  • Able to work independently, manage multiple workstreams and collaborate effectively with stakeholders
  • Familiarity with data analytics, statistical analysis or quantitative modelling tools (e.g. Excel, Python, R, Stata, Power BI or Tableau) will be an advantage
  • Candidates with more relevant working experience may be considered for senior positions

As part of the shortlisting process for the role, you may be required to complete a medical declaration and/or undergo further assessment.
