The Posting

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.
We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits — not speculative staffing banks.
This opportunity is contingent upon contract award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal.
AlphaGov is seeking experienced municipal human resources leaders in New England to provide interim HR director services and HR technical assistance to towns and cities. Engagements combine hands-on HR operations with HR function assessments and policy updates, and they often call for regular on-site days at town hall.

What you'll do:

  • Serve as interim HR lead: HR administration, employee and labor relations, leave and accommodation, recruitment and onboarding
  • Advise town managers, department heads, and supervisors on personnel matters, discipline, and performance management
  • Administer collective bargaining agreements and support public-sector labor relations
  • Assess HR functions, update personnel policies, procedures, and forms, and deliver supervisor training
  • Support the recruitment of permanent HR leaders and hand off knowledge at transition
  • Contribute qualifications and past-performance narrative to AlphaGov proposals when permissioned

Requirements

Required:

  • Experience as a municipal HR director or senior HR leader for a town, city, county, or school district
  • Working knowledge of Massachusetts or New England public-sector employment law, including collective bargaining (for example M.G.L. c.150E)
  • Experience with public-sector unions and grievance and discipline processes
  • Ability to provide regular on-site availability in Massachusetts or elsewhere in New England
  • Comfortable as a 1099 / project-based collaborator

Nice to have:

  • Prior interim or fractional HR director engagements for municipalities
  • Massachusetts civil service (c.31), Paid Family and Medical Leave, and Equal Pay Act experience
  • SHRM-SCP, SPHR, or IPMA-SCP certification
  • Classification and compensation or HRIS experience
