The Posting

AlphaGov is seeking a Hazard Mitigation Planner to lead a multi-jurisdictional hazard mitigation plan update, including HAZUS risk modeling. You will coordinate participating communities, assess hazard exposure, and develop mitigation priorities that local governments can carry forward into implementation.

This engagement requires someone who can manage the planning process, perform or direct the technical analysis, and produce a complete plan for state and FEMA review.

What you’ll do

  • Review the existing mitigation plan, prior review comments, available hazard data, and progress on mitigation actions.
  • Coordinate participating jurisdictions, planning committee meetings, stakeholder interviews, and public engagement.
  • Update hazard profiles, vulnerability assessments, and community capability assessments.
  • Use HAZUS and GIS to evaluate exposure and potential losses for applicable hazards, documenting data sources, assumptions, and limitations.
  • Assess risks to people, buildings, critical facilities, and infrastructure.
  • Develop and prioritize mitigation actions with jurisdiction-specific responsibilities, potential funding sources, and implementation timelines.
  • Write the updated plan and establish procedures for monitoring progress and maintaining it.
  • Address state and FEMA review comments and support participating jurisdictions through adoption and approval.

Requirements

  • Direct experience leading FEMA multi-jurisdictional hazard mitigation plan updates.
  • Hands-on experience using HAZUS for risk assessment and loss estimation.
  • Strong GIS, data analysis, and technical writing skills.
  • Experience coordinating local governments, emergency management agencies, and community stakeholders.
  • Ability to translate technical risk findings into practical mitigation actions.
  • Experience supporting plans through state review, FEMA review, and local adoption.

Certified Floodplain Manager (CFM) certification is preferred. Applicants should clearly identify their HAZUS experience and current professional certifications.

Benefits

Submit your résumé and a brief summary of relevant hazard mitigation planning engagements. Include the jurisdictions involved, your role, the HAZUS analyses completed, and the plans’ approval status.
