The Posting

AlphaGov is seeking an Impact Fee & Housing Nexus Study Consultant to prepare technical analyses and fee recommendations for a local government engagement. You will evaluate how new development affects public infrastructure and housing demand, document the basis for proposed fees, and support the client through review and adoption.

This engagement requires direct experience developing defensible studies that connect development impacts, documented needs, and proposed fees under applicable state requirements.

What you’ll do

  • Review existing fee programs, development forecasts, capital improvement plans, housing data, and relevant prior studies.
  • Coordinate with planning, finance, public works, housing staff, and legal counsel to establish study assumptions and requirements.
  • Analyze infrastructure needs attributable to new development and distinguish them from existing deficiencies.
  • Prepare housing nexus analyses connecting the development types under study to associated housing demand.
  • Develop transparent calculation models, allocation methods, and proposed fee schedules with supporting documentation.
  • Evaluate applicable credits, offsets, and alternative funding sources to avoid double counting.
  • Prepare draft and final reports explaining the methodology, findings, fee recommendations, and implementation options.
  • Present findings to staff, stakeholders, and governing bodies, and address technical questions during review and adoption.

Requirements

  • Direct experience preparing development impact fee studies, housing nexus studies, or both for local governments.
  • Experience applying the relevant state’s requirements to study methodology and documentation.
  • Strong quantitative skills in development forecasting, infrastructure cost allocation, housing analysis, and fee modeling.
  • Ability to distinguish the maximum fee supported by the analysis from the fee a jurisdiction may choose to adopt.
  • Experience working with municipal staff and legal counsel to address technical review comments.
  • Clear technical writing and public presentation skills.

Experience supporting fee adoption and subsequent updates is preferred.

Benefits

Submit your résumé and a brief summary of comparable studies. Identify the jurisdictions and states, study types, your responsibilities, and whether the studies supported adopted fee programs.
